Rocketstar operates on an inverted power structure where DAO members take the lead in shaping strategic decisions. ts agile mission teams, structured like spacecraft crews, operate with high efficiency and have the potential to evolve into independent but interconnected ventures, forming a dynamic and collaborative value network.

The first mission to evolve into its own company is Tapir, a platform dedicated to co-creating a people data collaboration ecosystem. Tapir helps organizations boost their talent impact to address labor shortages, uncover hidden workforce insights to guide HR through constant change, and enable privacy-preserving data sharing for researchers and HRTech providers. It’s a clear example of how Rocketstar turns missions into ecosystems that drive lasting impact.

Use case

Tapir is the first People Data Collaboration Platform and Community, designed to co-create data products and AI models with researchers and practitioners who care about fairness, privacy, and agency. It enables organizations to collaborate on sensitive HR and people analytics data while keeping ownership and control intact.

Together with LMU, Tapir develops data products that enhance talent retention by measuring and improving psychological safety within organizations. With Worklife.Digital, Tapir applies well-being research across multiple dimensions to improve business outcomes and empower healthier, more sustainable workplaces.

Tapir is a Mission to provide organizations with meaningful and actionable insights into their workforce by creating the first blockchain powered platform for data collaboration in the HR world in any industry.

Ocean Enterprise in Action

Ocean Enterprise (OE) acts as Tapir’s data access layer, enabling cross-organizational model training in a privacy-preserving and compliant environment. Through OE, Tapir represents and manages shared intellectual property for data products while leveraging federated learning extensions from Felt Labs to train models without centralizing data.

“AI is the endgame of digital sovereignty,” says the Tapir team. “OE is one of the only community-led, open-source tech stacks ready to use in an enterprise context today.”

This approach allows participating data providers to co-create and co-own data products instead of giving away their datasets to centralized platforms. They decide which data products are built and how they are applied, turning collaboration into a new strategic capability.
