Ocean Enterprise Collective e.V. (OEC) is proud to announce the release of Ocean Enterprise Version 1.0 (OEv1), advanced free open-source data exchange technology for operating enterprise-ready AI ecosystems and data spaces.
Ocean Enterprise Collective is a non-profit association committed to providing next generation data exchange software that is available to everyone and owned by no one.
This release marks a significant step forward towards achieving the OEC vision of a more open, secure, and equitable data economy where data sharing and monetization are seamlessly integrated into business operations, driving growth and innovation.
OEv1 enables businesses to deploy cost effective, compliant interoperable data spaces and trusted AI ecosystems at scale. The regulatory compliance review and assessment of OEv1 was done by Dentons and the security audit was done by Certik, including the European Data Act Compliance for smart contracts under Article 30.
Ocean Enterprise v1 — Key Features
Building on extensive research and development, Ocean Enterprise v1.0 delivers a comprehensive suite of features designed to make data and AI data space ecosystems efficient, secure, compliant, scalable, and interoperable by default.
Commenting on OEv1’s key feature, Ocean Enterprise Product Lead & Ocean Enterprise Collective e.V. Board Member, Mihai Badea said:
Each feature serves a clear purpose and industry demand, from ensuring identity sovereignty to enabling seamless payments and licensing, OEv1 creates the technological backbone for a trusted, scalable data economy.
OEv1 key features include:
Self Sovereign identity (SSI) and Gaia-X support
Users are required to identify themselves through a SSI verification process. Access to the service offering will only be granted if the user identity is validated and approved by the provider of the service offering. From a technical perspective this allows for:
- Bring your own wallet (BYOW) so as not to be dependent on a centralized wallet
- Importing own DID:WEB and keys for signatures for full identity sovereignty
- Policy Creation Wizard for own custom and pre-defined business and access control policies
- All custom policies are part of the asset metadata to be fully transparent
- Ocean Enterprise Catalogue entries can be natively signed with the same keys in the W3C VC format in the catalogue
- Ability to support any other credential types incl SD-JWT and mDOC to be aligned with eIDAS/EUDI upcoming developments across EU27 and beyond
- Support for Credential Exchange based on OIDC4VP, to be aligned with the EUDI upcoming developments across EU27 and beyond.
With respect to the current GAIA-X Framework, the OEv1 SSI feature allows for:
- Gaia-X Participant Credential exchange as reaction to a presentation request to consume any data or other digital service
- Checking Gaia-X Participant Credentials of the consumer for ABAC, based on custom dynamic policies of the publisher (generated through a policy Wizard Interface)
- Validation of Participant Credentials against Gaia-X Digital Clearing Houses (GXDCH)
- Holding Gaia-X Participant Credentials in the open-source wallet of walt.id
- Presenting and Checking Gaia-X Credentials as basis for compliant data exchange.
Semantic Interoperability and Extensibility
The description of the service offering conforms with generally accepted industry standards for exchanging data and data services (for example Gaia-X Self-Descriptions), allowing for semantic interoperability and extensibility, i.e. the integration of DCAT or other relevant industry and domain specific standards for Digital Product Passports (DPP), Asset Administration Shells (AAS), AI Applications or Cloud Service Offerings (DOME)
Data & AI Regulation Compliance
Ocean Enterprise features are compliant by design and make it easier for businesses to implement solutions that adhere to key EU regulations related to data exchange, AI and privacy such as the European Data Act, AI Act and GDPR.
C2D (Compute to Data) Cloud Agnostic Design
Ability to select preferred cloud providers for computation & storage with options to deploy on-premise or on edge devices.
Advanced Pricing & e-money Payment
Pay-per-use for Compute-To-Data computation services and all other services. Easy real-time payment in regulated European stablecoin such as EURAU, a fully reserved, MiCAR-compliant, euro-denominated stablecoin designed to be used for payments and financial transactions.
Advanced IP Licensing
Ability to publish service offerings that include multiple services under different licenses and subscription models and custom access policies per service.
Easy Deployment
Fast tech stack set-up using simplified node network architecture. The setup time and complexity has been significantly reduced to the simple deployment of one node component.

A more open, secure, and equitable data economy
In practical terms, OEv1 aims to shift enterprise data ecosystems from isolated silos towards open, interoperable infrastructure, without sacrificing compliance or security. Here are two exciting examples of use cases and projects that are already working to implement OEv1 technology:
RegenAg-X & Empower-X — by Zertifier
RegenAg-X and Empower-X, both developed by OEC Member Zertifier, demonstrate how Ocean Enterprise’s trusted infrastructure powers innovation: from regenerative agriculture to Positive Energy Districts. Ocean Enterprise was chosen as the backbone for their data space because its native blockchain-ready infrastructure outpaces legacy cloud solutions in security, interoperability, and compliance.

Tapir — by Rocketstar Foundation
Tapir, developed by OEC member Rocketstar SCE in collaboration with Ludwig-Maximilian University Munich (LMU) and Worklife.Digital, shows how Ocean Enterprise’s trusted infrastructure powers human-centered AI development in the fields of talent retention and workplace well-being.
Ocean Enterprise (OE) acts as Tapir’s data access layer, enabling cross-organizational model training in a privacy-preserving and compliant environment. As Andreas Fauler, (Founding Member of Rocketstar Foundation) states:
“AI is the endgame of digital sovereignty. OE is one of the only community-led, open-source tech stacks ready to use in an enterprise context today.”
In addition, numerous leading GAIA-X Lighthouse Data Space projects that are already using Ocean-based technology, are planning to migrate to OEv1 over the coming months, such as the Pontus-X ecosystem, the currently largest publicly available Gaia-X based ecosystem across industries.
